Preheat your oven to 350°F (175°C). Line an 8x8-inch baking dish with parchment paper, leaving some overhang for easy removal later.
In a medium bowl, combine the flour, granulated sugar, powdered sugar, baking powder, and salt. Mix until smooth.
Pour the melted butter into the dry ingredients. Stir until a crumbly dough forms—this will be your crust and crumb topping.
Reserve 1 cup of the crumb mixture in a separate bowl. Press the remaining mixture into the bottom of the prepared baking dish to form an even crust.
In another bowl, whisk together the eggs, fresh lemon juice, lemon zest, cornstarch, and vanilla extract until well combined.
Pour the lemon filling over the crust in the baking dish. Sprinkle the reserved crumb mixture evenly on top.
Bake in the preheated oven for 22-25 minutes or until the edges are golden and the center has set. A toothpick inserted should come out clean.
Remove from the oven and let cool completely in the pan on a wire rack. Once cooled, lift the bars out using the parchment paper and cut into squares.
Dust each lemon crumb bar with powdered sugar before serving for a beautiful presentation.
