Preheat your oven to 425°F (220°C). Line a large baking sheet with parchment paper for easy cleanup.
In a large mixing bowl, combine the black beans, corn, diced bell pepper, red onion, cumin, garlic powder, salt, and pepper. Mix well until combined.
Place four flour tortillas on the prepared baking sheet, overlapping them slightly to cover the surface.
Spread half of the cheese (about 1 cup) evenly over the tortillas on the baking sheet.
Spoon the black bean mixture over the cheese layer, then sprinkle the remaining cheese on top.
Top with the remaining four flour tortillas, pressing them down gently.
Bake in the preheated oven for about 15-20 minutes, until the tortillas are golden brown and the cheese is melted.
Remove the baking sheet from the oven and let the quesadilla cool for a few minutes before slicing into wedges.
Garnish with chopped cilantro before serving.
