Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper for easy cleanup.
In a large mixing bowl, combine the olive oil, minced garlic, garlic powder, onion powder, paprika, dried thyme, salt, and black pepper. Mix well to create a flavorful oil blend.
Add the halved baby potatoes to the bowl and toss them thoroughly in the garlic oil mixture until evenly coated.
Spread the seasoned potatoes in a single layer on the prepared baking sheet, cut side down for optimal crispiness.
Roast in the preheated oven for 25-30 minutes, or until the potatoes are fork-tender and golden brown, flipping them halfway through the cooking time.
Once the potatoes are done roasting, sprinkle the grated Parmesan cheese over them, and return to the oven for an additional 5 minutes, or until the cheese is melted and slightly crispy.
Remove the potatoes from the oven and let them cool for a few minutes. Garnish with fresh parsley before serving.
