Preheat the Oven: Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans or line them with parchment paper.
Prepare Dry Ingredients: In a large bowl, whisk together the flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt until well combined.
Combine Wet Ingredients: In another bowl, beat together the softened butter, eggs, and 1 teaspoon vanilla extract until smooth. Add in the buttermilk and mix until incorporated.
Mix Together: Gradually add the wet mixture into the dry mixture, stirring until just combined. Gently fold in the chocolate chips.
Bake the Cakes: Divide the batter evenly between the prepared cake pans. Bake in the preheated oven for 25-30 minutes, or until a toothpick inserted in the center comes out clean. Let the cakes cool in the pans for 10 minutes before transferring to wire racks to cool completely.
Make the Chocolate Mousse: In a medium saucepan, heat 1 cup of heavy whipping cream over medium heat until just simmering. Remove from heat and add the remaining chocolate chips, allowing them to melt. Stir until smooth and let it cool slightly.
Whip the Cream: In a separate bowl, whip the remaining 1 cup of heavy whipping cream with powdered sugar and 1 teaspoon vanilla extract until stiff peaks form. Gently fold this whipped cream into the cooled chocolate mixture until no streaks remain.
Assemble the Cake: Once the cakes are completely cooled, place one layer on a serving platter. Spread half of the chocolate mousse on top. Add the second layer of cake and cover the top with the remaining mousse, smoothing it out.
Chill: Refrigerate the assembled cake for at least 2 hours, allowing the mousse to set.
Serve: Before serving, garnish the top with dark chocolate shavings. Slice and enjoy your decadent chocolate mousse cake!
