Preheat the oven to 375°F (190°C).
In a large pot, bring salted water to a boil. Add the cauliflower florets and cook for about 5 minutes, until just tender. Drain and set aside.
In a large mixing bowl, combine the softened cream cheese, sour cream, and milk. Mix until smooth and creamy.
Add garlic powder, onion powder, paprika, salt, and pepper to the cream mixture. Stir until well combined.
Fold the cooked cauliflower florets into the creamy mixture, ensuring they are evenly coated.
Transfer the mixture into a greased baking dish, evenly spreading it out.
Sprinkle the shredded cheddar cheese on top. If desired, add breadcrumbs for an extra crispy texture.
Bake in the preheated oven for 25-30 minutes, or until the cheese is bubbly and golden brown.
Remove from the oven and let it cool for a few minutes. Sprinkle with fresh parsley before serving.
