Preheat the oven to 350°F (175°C) and lightly grease a medium-sized baking dish with olive oil.
In a large mixing bowl, combine the cooked brown rice and fresh broccoli florets. Stir until well combined.
In another bowl, mix together the cheddar cheese, cottage cheese, milk, garlic powder, onion powder, salt, and pepper. Blend well until smooth.
Pour the cheese mixture over the rice and broccoli. Gently fold until everything is well combined, ensuring the broccoli is evenly distributed.
Transfer the mixture to the prepared baking dish and spread it out evenly.
If desired, sprinkle bread crumbs on top for an extra crunchy texture.
Bake in the preheated oven for 25-30 minutes, or until the casserole is bubbly and the top is golden brown.
Remove from the oven and let it cool for 5-10 minutes before serving.
